Terms of Reference for Video Documentary Production for Water For People’s Exit from Kicukiro District
1. Background
Water For People in Rwanda has been working in Kicukiro District since 2009, contributing to transformative improvements in water, sanitation, and hygiene (WASH) services. Over 16 years, this partnership has culminated in Kicukiro achieving the “Everyone” milestone in 2019 and the “Forever” milestone in 2025 — signifying universal and sustainable WASH access.
As Water For People prepares to exit Kicukiro in 2025, a comprehensive documentation of the journey, impact, and sustainability achievements is essential. This documentary will serve as a legacy product and learning resource for stakeholders in Rwanda and beyond.
2. Objective of the Assignment
The objective is to produce a high-quality, visually engaging documentary that showcases the impact of Water For People’s work in all 10 sectors of Kicukiro District, highlights community stories, illustrates sustainability outcomes, and celebrates the journey to achieving Everyone Forever.
3. Scope of Work
The consultant will:
- Film in all 10 sectors of Kicukiro District.
- Capture aerial drone footage to highlight infrastructure and landscape context.
- Document WASH interventions in households, schools, health centers, and public places.
- Conduct on-camera interviews with key stakeholders (district officials, WASAC, community members, school staff, etc.).
- Capture individual and community-level success stories.
- Include before-and-after contrasts using archival photos or footage (to be provided).
- Edit and deliver a compelling impact, sustainability, and community empowerment story.
4. Methodology
The video must use a participatory, storytelling approach and adhere to the following standards:
- A strong, coherent narrative with voice-over or narration.
- Interviews with clear audio and HD or 4K visuals.
- Creative integration of drone footage to enhance visual storytelling.
- Subtitles in English if the documentary is in Kinyarwanda.
5. Language
- The documentary shall be in Kinyarwanda, with English subtitles.
6. Deliverables
- A video script (in Kinyarwanda and English).
- A 7–10 minute final edited documentary video.
- All raw footage and editable project files.
- 30 USB drives or flash disks with the final video.
- An online version suitable for YouTube and social media platforms.
7. Timeline
The total assignment duration is 20 calendar days, starting from the contract signing.
8. Key milestones:
- Day 5: Submit draft video script.
- Day 10: Complete field filming in all 10 sectors.
- Day 15: Submit first edited draft.
- Day 20: Submit final version incorporating feedback.
9. Consultant Profile
The selected consultant must:
- Be a registered entity (with registration and tax clearance certificates).
- Have at least 3 years of experience in video/documentary production.
- Possess expertise in drone filming (provide at least two examples).
- Demonstrate knowledge of WASH or development work (preferably with one WASH-related video).
- Provide at least three certificates of good completion for similar assignments.
- Have HD/4K video equipment and drone capacity.
- Present a qualified and experienced team with relevant academic backgrounds (present the CVs of the lead consultant and at least two support team personnel, if any).
10. Reporting and Supervision
The consultant will report to the Senior Communications Officer at Water For People in Rwanda and collaborate with Kicukiro District and the Exit Task Force for field logistics.
11. Proposal Requirements
Interested consultants should submit:
- An expression of interest letter was addressed to the country director of Water For People in Rwanda.
- A technical proposal, including:
- Understanding the assignment, including demonstrating knowledge of WASH or development work (preferably with one WASH-related video).
- Proposed methodology and detailed work plan.
- Team composition and CVs (Present a qualified and experienced team with relevant academic backgrounds (present the CVs of the lead consultant and at least two support team personnel, if any).
- Samples of similar work: Present similar work in the last three years, including operating drones, and provide at least three certificates of good completion for similar assignments.
- Have HD/4K video equipment and drone capacity.
3. A financial proposal, detailing:
- Fees per working day.
- Travel and logistics costs.
- Equipment and production costs.
12. How to apply

- Financial Proposal (detailed breakdown of all costs incurred throughout the consultancy duration).

13. Evaluation Criteria:
- Technical evaluation (out of 100%)
- Profile of the consultant (Academic qualification, work-related experience, and evidence of similar assignments): 80%
- Understanding of the terms of reference, methodology, workplan: 20%
- Financial evaluation
- From the technical evaluation, only bidders who score an aggregate score of 80% or higher will advance to the financial evaluation stage, and the consultant with the competitive financial offer will be selected.
